1. This is an action request. Please see para 3.
2. Summary: The Department would like to restart
negotiations with Montenegro on a weapons of mass destruction
(WMD) agreement as soon as possible. This
government-to-government agreement will enable Montenegro to
take advantage of assistance the USG can offer and will
assist the Government of Montenegro (GOM) in preventing the
movement of WMD across its borders. An agreement was in the
works for the past year but stalled. With all players in
place, in Washington and at Post, we now have an opportunity
to get this back on track and hopefully conclude an agreement
at the beginning of the second quarter of FY 2009. End
Summary.
3. Action request: EMBASSY is requested to approach the GOM
at a level the EMBASSY deems appropriate and present them
with the draft WMD agreement that Montenegro desk officer
sent separately via e-mail EMBASSY should also make the
following points:
--Assure the GOM of our keen interest in concluding this
agreement.
--Ask for their written comments at their earliest
convenience, preferably within three weeks of delivering the
draft agreement.
4. The Department stands ready to help with any questions
that may arise during this process. We also can forward to
post similar agreements that USG has signed with other Balkan
countries.
5. Please slug all replies for EUR/PRA, EUR/SCE, EUR/ACE,
ISN/ECC, OSD, and DTRA. Point of contact: Christopher
