(SBU) The Department of State reviewed its files and found that, as of this date, it possesses no credible information of gross violations of human rights for the individual identified below. This individual is a candidate for the FBI's Post Blast Investigations Course, which starts January 30, 2009 in Quantico, Virginia. ¶2. (U) Candidate: Felicisima M.
