SUMMARY/ACTION REQUEST

1. (S//REL Singapore) Available information suggests that
Singapore-based firm Fortuna Aerospace Supplies and Trading
may be planning to sell zeolite molecular sieve beads to the
Pakistani firm G.A. Sons Pvt Ltd. G.A. Sons is a known
procurement agent for Pakistan's nuclear program. Zeolite
molecular sieve beads, while not controlled by the Nuclear
Suppliers' Group (NSG),can be used in tritium processing,
purification, and storage activities.


2. (S//REL Singapore) Post is requested to approach
appropriate-level GOS officials and request that they
investigate and if possible, prevent this potential transfer.
Post may draw on summary, objectives, or talking
points/non-paper below.

OBJECTIVES

3. (S//REL Singapore) Post is instructed to pursue the
following:

-- Provide information regarding potential transfer of items
that could be used to in tritium processing, purification,
and storage activities by Pakistan's unsafeguarded nuclear
program.

-- Encourage the GOS to investigate and prevent the potential
transfer.

TALKING POINTS/NON-PAPER

4. (S//REL Singapore) Begin talking points/non-paper:

-- In the spirit of our nonproliferation cooperation and as
partners in the Proliferation Security Initiative, we would
like to share with you some information regarding a potential
transfer of proliferation concern.

-- We have information indicating that a firm located in
Singapore, Fortuna Aerospace Supplies and Trading, may be
planning to sell zeolite molecular sieve beads to the
Pakistani firm G.A. Sons Pvt Ltd.

-- In June 2008, Fortuna provided a quotation for zeolite
molecular sieve beads to G.A. Sons, trading reference number
Q08-070. The quote included information regarding the
description, quantity, price and freight costs for the item.

-- Our information indicates that Fortuna followed up in
September 2008 on quotes for molecular sieve beads it had
provided to G.A. Sons. Fortuna provided reference number
FAST/8136.

-- Although not controlled by the Nuclear Suppliers' Group
(NSG) or other export control regimes, zeolite molecular
sieve beads may be suitable for use in tritium processing,
purification and storage activities. Additionally, G.A. Sons
is a known procurement agent for Pakistan's unsafeguarded
nuclear program.

-- We would have great concern over Pakistan's potential use
of tritium to advance its nuclear weapons program.

-- We request that Singapore investigate this activity and
take all necessary measures consistent with your laws and
authorities to prevent it.
