¶1. (SBU) The Department of State reviewed its files and finds that,
to date, it possesses no credible information of gross violations of
human rights for the individuals identified below. These individuals
are candidates for the "Tactical Safety and Planning" course hosted
by International Law Enforcement Academy (ILEA) Bangkok in Thailand
from December 8-18,2008. The Lao nominees are police officers in the
Ministry of Public Security.
