THAI - DAO ADVANCED SECURITY COOPERATION/EXECUTIVE COURSE FOR THE
ASIA-PACIFIC CENTER FOR SECURITY STUDIES

1. (SBU) The Department of State reviewed its files and found that,
to date, it possesses no credible evidence of gross violations of
human rights committed by the individuals listed below. These
individuals are candidates to participate in the DAO Advanced
Security Cooperation/Executive Course at the Asia-Pacific Center for
Security Studies. The course runs from January 22, 2009 through
March 11, 2009.
2. (U) Candidates:
Captain Graisri Gesorn; Director of Policy and Plans, Naval
Operations Department, Royal Thai Navy Headquarters; DPOB: 4
December 1961; Bangkok, TH
Wing Commander Venika Boonma-klee; Chief of Foreign Languages
Section, Foreign Affairs Division, Directorate of Intelligence,
Royal Thai Air Force; DPOB: 8 August 1965; Bangkok, TH
3. (U) Post may provide the following statement to authorized
parties: Embassy verifies that the Department of State possesses no
credible information of gross violations of human rights by the
individuals identified above, as of this date. Post may cite this
cable in response.
4. (U) If, in the future, post becomes aware of possible human rights
violations by the individuals listed above, post should inform the
Department and not proceed with training.
