1. This is an action request. Embassy Kyiv, please see
paragraph 2.
2. (S) Background and Action Request: Since November
2007, the U.S. has alerted the Government of Ukraine (GOU)
to cooperation between the Ukrainian firm Arsenal Design
Bureau and entities associated with China's Sanjiang Space
Group (CSSG) (Reftels). In July-August 2008, at the semi-
annual U.S.-Ukraine Nonproliferation Working Group (NPWG),
we provided Ukraine a non-paper with information
indicating that in July 2008, Arsenal was finalizing a
contract with a Chinese entity on behalf of CSSG (Ref D).
In a separate matter, we advised the GOU that a Pakistani
weapons broker was seeking to procure a variety of
guidance and control equipment from Arsenal (Ref D).
Ukrainian officials agreed to investigate these cases and
provide a response. Because we have not received any
further information on these matters from Ukraine, we
would now like to follow-up with the GOU and request an
update on the status of Ukraine's investigation into these
cases.
