TAJ HOTEL CLEAN-UP SLOWED, FOURTH TERRORIST BODY FOUND

1. (SBU) Indian commandos are proceeding with caution
and sweeping the hotel for unexploded ordnance. Indian
security officials told ConGen Mumbai there might be an
additional 40 to 50 bodies inside the Taj Mahal Hotel.

2. (SBU) Six AmCits are confirmed dead, and two are
confirmed injured. ConGen Mumbai believes it has
accounted for all other AmCits known to have been at the
hotels and expects to gain access to the sites on

3. (SBU) ConGen Mumbai continues to receive
confirmation of additional foreign casualties. Nine
Israelis, one Thai, and one Singaporean were among those
killed.

INDIA INVESTIGATES TERRORIST CONNECTION TO PAKISTAN

4. (SBU) Although ConGen Mumbai cautions these are
uncorroborated reports, media claim the terrorists might
have arrived via boat from Karachi, and authorities
discovered an abandoned ship off shore on which the
captain was found murdered. A cell phone found on the
vessel reportedly had been used to make calls to
Pakistan. Indian officials also claim to have captured
at least one of the attackers, who might be of Pakistani

PAKISTAN STILL NONCOMMITTAL ON ISI VISIT TO INDIA

5. (C) Embassy Islamabad Charg Feierstein met with
Pakistani FM Qureshi and urged Pakistan to keep its
initial commitment to send ISI Director Pasha to India.
Qureshi acknowledged the importance of defusing the
situation, but was noncommittal on sending Pasha.

SOME OUTBOUND COMMERCIAL FLIGHTS DELAYED

6. (SBU) Northwest/KLM and Delta will not have
available seats on outbound flights until at least
December 3. Passengers needing to depart earlier must
seek reservations on other commercial airlines, which
are operating normally. ConGen Mumbai continues to
assist AmCits with onward travel plans.
