(SBU) The Department of State reviewed its files and finds that, as of this date, it possesses no credible evidence of gross violations of human rights committed by the individuals listed below. These individuals are candidates to attend the USAID/ILEA Q Special Investigation Group Workshop on Pangolin and Big Cats (SGIG) scheduled from January 7-9, 2008. The approximate U.S. funding for this training is approximately U.S. $30,000. ¶2. (U) Candidates: Name: Pol.Lt.Col. Hong Thai LE Title: Head of 2nd Squad of 2nd Division Unit: Vietnam Environment Police Department DPOB: July 10, 1967; Thai Nguyen Province, Vietnam Name: Pol.Col. Sy NGUYEN Title: Deputy Director Unit: Vietnam Environment Police Department DPOB: July 10, 1967; Nghe An Province, Vietnam ¶3. (U) Post may provide the following statement to authorized parties: Embassy verifies that the Department of State possesses no credible information of gross violations of human rights by the individuals identified above, as of this date. Post may cite this cable in response. ¶4. (U) If, in the future, post becomes aware of possible human rights violations by the individuals listed above, post should inform the Department and not proceed with training. ¶5.
