SUBJECT: GUIDANCE: COOPERATION BETWEEN THE UN AND THE
CARIBBEAN COMMUNITY
1. (U) Following is guidance on a Guyanan-sponsored
resolution at the 63rd session of the UNGA: "Cooperation
between the United Nations and the Caribbean Community."
Guidance is for the November 26 plenary.
2. (SBU) The proposed item expands the scope of a previous
resolution of the same title (A/RES/61/50, adopted without
a vote) by stressing "the urgent need" for the reopening
of an UNODC office in the Caribbean region.
3. (SBU) In addressing this proposed agenda item, USUN
should:
-- join consensus or, if a vote is called by another
delegation, vote "yes."
4. (SBU) Action should be followed by an explanation of
position/vote, and may draw from the following point:
-- The United States recognizes the need in the region to
support states in their efforts to fight trafficking in
all its aspects and we recognize UNODC's ongoing work in
the region to that end. Given the budget situation, it is
important that any field office be sustainable and UNODC
should carefully evaluate the feasibility of reopening any
field offices in the context of their existing budget.
