(SBU) The Department of State reviewed its files and found that, as of this date, it possesses no credible information of gross violations of human rights for the unit and commander identified below. The unit and commander received a nomination to participate in the "GPOI PKO Lanes Train the Trainer" at the Training Mine/UXO Clearance Center in Phnom Penh, Cambodia from December 1-19, 2008. ¶2. (U) Unit and Commander: Unit: General Peacekeeping Operations (PKO) Company, Training Mine/UXO Clearance Center (TMCC),Ministry of Defense National Committee for Peacekeeping Operations Commander: Major Chan Dararith; DOB: 10 August 1972; POB: Phnom Penh; POSITION: Company Commander, General PKO Company, Training Mine/UXO Clearance Center ¶3. (U) Post may provide the following statement to authorized parties: Embassy verifies that the Department of State possesses no credible information of gross violations of human rights by the unit and commander identified in paragraph 2 above, as of this date. Post may cite this cable in response. ¶4. (U) If, in the future, post becomes aware of possible human rights violations by the unit and commander listed above, Post should inform the Department and not proceed with training. ¶5.
