(U) This is an Action Request. See paragraphs 2 - 4. ¶2. (U) The Department's Office of Defense Trade Controls Compliance (PM/DTCC) requests Post's assistance in conducting a pre-license check on license 050132335 for the export of pistols and revolvers to Barbados. Post is requested to complete this Blue Lantern check within 30 days. Lack of response to a Blue Lantern check will affect pending and future licenses involving parties to this license. ¶3. (SBU) Reason for Request: Previous Blue Lantern response was sufficiently ambiguous (REFTEL) in determining the bona fides of that transaction. The quantity of rifles ordered by Sportsimports in the previous case was refuted by the Royal Barbados Police Force (RBPF) and complete end-user information was not provided on the license application. It remains unclear whether a valid import authorization was obtained from the RBPF in the previous case. The Blue Lantern was closed 'unfavorable' pending the conclusion of an investigation by the RBPF. This request is to establish the bona fides of the current transaction and of the end-user, Sportsimports. ¶4. (SBU) Action Request: Post is requested to establish the bona fides of this transactions by making appropriate inquires to representatives of end-user, Sportsimports, and the Royal Barbados Police Force. Post is also requested to establish Sportsimports as a bona fide recipient of U.S. Munitions List items by making appropriate inquiries with RBPF and other government authorities. In its reply, Post may also comment on any other information pertinent to these transactions such as security of facilities, end-use, and concerns about the entities involved. ¶5.
