A. 03 KUALA LUMPUR 7278 ¶B. B. 08 JAKARTA 147 ¶1. (U) This is an Action Request. See paragraphs 2 - 4. ¶2. (U) The Department's Office of Defense Trade Controls Compliance (PM/DTCC) requests Post's assistance in conducting a pre-license check on license 050132445 for the export of helmets to Thailand. Post is requested to complete this Blue Lantern check within 30 days. Lack of response to a Blue Lantern check will affect pending and future licenses involving parties to this license. ¶3. (SBU) Reason for Request: Foreign consignee, Aeromiltec, has been party to at least two transactions in which the end-user did not/not order the US Munitions List items as stated in the license applications (REFTEL A and B). The current license application provides very little information about the exact end-user and does not/not include import certification from a Thai authority. The purchase order also appears to have been doctored. This check is to establish the bona fides of this transaction. ¶4. (SBU) Action Request: Post is requested to establish the bona fides of this transactions by making appropriate inquires to authorities at the Royal Thai Navy. Post is requested to determine if the Royal Thai Navy ordered the twenty (20) helmets listed below and if it has a business relationship with either Aeromiltec or March Aviation. In its reply, Post may also comment on any other information pertinent to these transactions such as security of facilities, end-use, and concerns about the entities involved. ¶5.
