(SBU) The Department of State reviewed its files and finds that, to date, it possesses no credible information of gross human rights violations for the individuals listed below. These individuals are candidates for attendance at the Fourth Annual Sovereign Challenge Conference from November 17-20, 2008. The USSOCOM commander invites the senior attachs of approximately 100 nations for this Valuable Partnership Conference. ¶2.
