UNCLAS STATE 116806 SIPDIS AMMAN FOR MARK E. WILSON E.O. 12958: N/A TAGS: ETTC KOMC JO SUBJECT: BLUE LANTERN LEVEL 3: POST-SHIPMENT END-USE CHECK ON LICENSE 050100840 REF: 2006 BLUE LANTERN GUIDEBOOK ¶1. This is an Action Request. See paragraphs 2-4. ¶2. The Department's Office of Defense Trade Controls Compliance (PM/DTCC) requests Embassy's assistance in conducting a post-shipment check on license 050100840 for the export of C-130 spare parts to Jordan. Embassy is requested to complete this Blue Lantern check within 45 days. Lack of response to a Blue Lantern check will affect pending and future licenses involving parties to this license. ¶3. Reason for request: Romeera Aero Spares Limited, foreign consignee involved in prior unfavorable Blue Lanterns, and large value ($5 million) of C-130 spare parts. ¶4. ACTION: Embassy is requested to make inquiries with appropriate Royal Jordanian Air Force (RJAF) officials to determine if it ordered the C-130 spare parts from Romeera in the UK and will use the items for the purpose stated on the license. Can the RJAF verify its relationship with Romeera and Kearsley Airways Limited (additional foreign consignee)? Will it receive the spare parts directly from the UK or is a Jordanian-based parts purchaser also involved? Does $5,000,000 worth of spare parts seem consistent with the needs of the RJAF's C-130 fleet? Due to a lack of documentation from the RJAF, post is requested to leverage its existing contacts within the RJAF to verify this order. END ACTION. ¶5. Details of license application: DTC Case: 050100840 QUANTITY/COMMODITY: Lots Parts for the routine repair and maintenance of the RJAF's C-130 aircraft License Value: USD 5,000,000 SELLER: United Technologies Corporation One Financial Plaza Hartford, CT 06101 FOREIGN CONSIGNEE: Romeera Aero Spare Limited 8 Temple Gardens London NW11 0LL United Kingdom FOREIGN CONSIGNEE: Kearsley Airways Limited Romeera House, Stansted Airport Stansted, Essex CM24 1QL United Kingdom FOREIGN END-USER: Royal Jordanian Air Force RJAF Armed Forces General Headquarters Amman, Marka, Jordan PURPOSE: Parts are for the routine repair and maintenance of the RJAF's C-130 aircraft ¶6. POC is Tim Mazzarelli, Phone: 202-663-3867; Email: MazzarelliTP@state.gov; SIPRNET: MazzarelliTP@state.sgov.gov.
