DRAFT NSG POLICY STATEMENT REGARDING INDIA
REF: STATE 7192
(SBU) On February 6, we notified MFA's Maria S. Atanassova,
Head of the Export Control Section, Arms Control Department
and Daniela Boudinova, State Expert on Nuclear Issues, Arms
Control and International Security Department that the United
States will wait until after the IAEA and the Government of
India complete their discussions on safeguards before
circulating the draft Nuclear Suppliers Group (NSG) policy
statement. Ms. Atanassova agreed the talks were sensitive
and supports the United State's decision to wait to circulate
the draft until after the discussions are complete. She said
at this time there was no EU common position on the Indian
nuclear program, and that Bulgaria would like to see a
safeguard agreement in place between the GOI and the IAEA.
