(SBU) We delivered reftel demarche to MFA Afghanistan desk
officer Irena Gancheva of the Asia, Australia, and Oceania
Directorate. She offered no substantive response on if
Bulgaria will or will not donate funds to Afghanistan at the
conference. Although Ms. Gancheva said that Bulgaria is
committed to Afghanistan since they participate in ISAF. The
MFA has not yet made a decision on its delegation's
composition for the Paris Conference.
