Per reftel, Emboffs delivered word that Bulgaria would not be
placed on the 2008 Special 301 Watch List to Deputy Minister
of Culture and head of Bulgaria's Interagency IPR Council
Yavor Milushev April 24. Milushev welcomed the news, stating
the 301 report and recommendations helped the GOB judge its
own progress on IPR and pointed out areas where Bulgaria
still had significant work ahead. Due to Milushev's travel
schedule, we agreed to discuss the report and remaining areas
of concern in depth on April 30.
