(SBU) PolOff delivered reftel points to Svetlana Geleva, MFA
Director for Multilateral Affairs on December 3. Geleva
noted that her office did not yet have all draft materials
for the ministerial, and she thus was not substantively
prepared to discuss all reftel issues. Geleva said she would
be shocked if the meeting does not adopt a Ministerial
declaration, even though the Ministerial agenda contains
issues on which there will be clear disagreement (Georgia,
CFE Treaty). She believes there is no way to get around a
watered-down declaration. She offered support for the notion
that climate change and inland maritime waterways are outside
OSCE's core competencies.
