This is the CY-2007 report summarizing end-use monitoring of INL provided support in the Republic of Macedonia (reftel). ¶2. Procedures. Our ICITAP Senior Police Advisors conduct ongoing assessments of the Ministry of Interior police equipment needs. Equipment is donated via a letter of donation. The letter contains: a description of the equipment, quantity of the equipment, and the value of the equipment presented in local currency and in the corresponding U.S. dollar amount. A Letter of Donation clearly indicates which unit within the police agency is to utilize the equipment. The Ministry of Interior provides an acceptance letter indicating that the equipment will be utilized as stipulated in the letter of donation, and future inspections by USG personnel are allowed at any time. ¶3. Prior to handover of the donation, ICITAP inventories all equipment and attaches a numbered permanent label to each component of equipment. ICITAP maintains electronic records on each piece of equipment, including the serial number and the unit receiving the equipment. This allows for onsite reviews that ensure the equipment continues to be utilized appropriately. ¶4. ICITAP Senior Police Advisors observe the use of the equipment during the course of their normal advisory activities within the police services. ICITAP also conducts periodic inspections of the equipment. ¶5. Status of commodities. ¶A. Computer Equipment Computer equipment was donated to the Media Relations Department (and eight regional media relation offices) of the Ministry of the Interior in November 2007. It has been installed and it is being used by the Regional Media Relations Officers in the eight regions and by the Media Relation Officers in the Ministry's HQ. The equipment was donated as part of ICITAP supported Media Relations training. Computer equipment was donated to the Sector for Internal Control and Professional Standards of the Ministry of the Interior in November 2007. The equipment consists of a network computer system that comprises 21 computer units, a basic server, and specific software to be used for case management purposes. The computer network system is in the Professional Standards Unit (PSU)and has been installed in all of the regional PSU offices and the HQ. Computer equipment was donated to the Organized Crime Department (OCD) of the Ministry of the Interior. The donation comprises one PC, a monitor and a color laser printer. The equipment was installed in the meeting room of the OCD and is used by the recipients mostly for the purposes of operation planning, debriefing and training. ¶B. Miscellaneous Equipment ICITAP facilitated the donation of the following equipment to the Organized Crime Department and the Border Police of the Ministry of the Interior: a TV, a digital projector, a projector screen, digital audio recorders, digital cameras and video recorders. The police use the donated equipment in line with their daily operations and for training purposes. ¶6. Problems encountered. No problems/issues have been encountered to date. The Ministry of Interior has cooperated fully in providing unlimited access related to the use/maintenance of donated USG equipment. ICITAP assessed the computer literacy of host country police personnel at all levels and found a low percentage of personnel with appropriate computer skills. Basic and intermediate computer training courses have been developed and provided to all levels of the police structure, in order that donated equipment is fully utilized. ¶7. Impact of Donation. Since all of the equipment was donated in November 2007, it is too early to assess the impact of the donations. ICITAP fully expects the positive results of the computer equipment donations will include: improvement in police reporting; professional development of media relations services leading to more transparent police activities at both a national and regional level; improvement in professional planning/execution/debriefing of police operations; improvement in organized crime police investigations; continuing overall professional police development. ¶8.
