Reasons 1.4 (b) and (d)
(S) After coordinating with the Country Team, we delivered
Ref A points to MFA duty officer Daphne Teo (Deputy Director,
South Asia Branch) on January 5. Teo indicated that no one
from MFA's nonproliferation office was available to receive
our demarche on a Saturday. Teo did, however, convey a
message from Deputy Director Michelle Teo-Jacob (Counter
Proliferation and International Security Branch),reportedly
in response to information pertaining to the shipment of
proliferation concern received through other channels: "The
information provided is too flimsy. Singapore cannot go
fishing on the United States' behalf and has no legal basis
to do so." We urged Teo to ensure that MFA decision makers
have the opportunity to review thoroughly the U.S. message
before making their decision on how to proceed.
