non-paper regarding efforts by Malaysian firm Elite Advanced
Solutions to procure militarized servo actuators from Moog
Singapore PTE Ltd. MFA Assistant Director for
Counterproliferation and International Security Sharon Seah
indicated that she would share the information with
appropriate agencies. However, Seah noted that because the
servo actuators are not controlled by multilateral
proliferation regimes and not subject to license
requirements, it will be more difficult to monitor and
prevent potential transactions. She requested that the USG
share any additional information about transactions between
Moog Singapore and Elite Advanced Solutions through MFA or
intelligence channels.
