1. (C) In a 7 May meeting with poloff, Kie-joo Kim, MOFAT
Director of Security and Counter-terrorism Division, said the
ROKG will both support the reftel points in their entirety
and actively court the support of the Asian elected members
on the UN Security Council (UNSC),Indonesia and Vietnam.
Kim, however, expressed reluctance to directly interfere in
the deliberations of permanent UNSC nations such as China.
He stated the ROKG preferred to exert influence on the
permanent members through participation in an Informal
Consultative Group led by Spain. Kim further said the ROKG
supported the Informal Consultative Group's effort to draft a
demarche to the UNSC and UN Secretary General.
