1. (C) In a March 20 meeting, Jang Hyun-cheol, MOFAT Deputy
Director for Human Rights and Social Affairs, said that the
ROK would consider the proposal to jointly demarche Indonesia
on the non-paper and Indonesia's active participation in the
Asia-Pacific Democracy Partnership (APDP). Mr. Jang said he
understood the U.S.'s view on firmly establishing APDP as a
functional grouping before agreeing upon a statement of
principles for the APDP.
2. (C) Jang suggested that the U.S., as the principal driver
behind the concept of the APDP, host during the first half of
2008 the first meeting of the APDP after it is firmly
established as a functional grouping. Jang suggested
informally that holding the meeting in late April or early
May might be most optimal for the ROK, after President Lee
Myung-bak's visit to Washington D.C. in mid-April.
