1. (C) The DCM and Pol M/C delivered reftel talking points to
ROK Deputy Foreign Minister Lee Yong-joon on June 18. DFM
Lee was pleased to learn of the updated P5 1 incentives
package as a step forward in seeking a comprehensive,
longer-term solution to the Iranian nuclear issue. DFM Lee
said he would enjoy discussing the merits of the updated P5 1
package with his Iranian counterparts, and would do so during
his visit to Tehran on July 1. DFM Lee offered to provide a
read-out of the Iranian reaction upon his return to Seoul.
2. (C) In a follow-up discussion on June 19, POLOFF provided
Kim Sung-hoon, Iran Desk Officer, Ministry of Foreign Affairs
and Trade, with the detailed information about the P5 1
package in reftel. Kim reiterated DFM Lee's support, noting
that the Iranians would likely find the package of incentives
"very tempting." He cautioned, however, that the impact of
Iran's domestic political situation on a decision to accept
the proffered package was uncertain. Kim said he would
accompany DFM Lee on the week-long visit to Egypt, Israel,
and Iran at the end of the month and promised to share the
details of the package with DFM Lee for his use with Iranian
officials.
