1. As reported in Refs A and B, Foreign Minister Morales
informed the Ambassador on February 15 that, regarding
Kosovo's independence, the Dominican Republic would support
the United States' position. On February 20, Deputy Minister
of Foreign Affairs Manuel Trullols told the Ambassador that
final decisions regarding Dominican plans for recognition
were pending a conversation between Morales and President
Fernandez.
2. On February 22, the Ambassador delivered Ref C demarche to
Trullols. Trullols replied that Foreign Minister Morales is
returning to Santo Domingo shortly; said that Morales plans
to discuss the issue with President Fernandez over the
weekend; and, pledged a response to the U.S. on February 25.
