1. As reported in Ref A, Foreign Minister Morales informed
the Ambassador on February 15 that, regarding Kosovo's
independence, the Dominican Republic would support the United
States' position. On February 20, the Ambassador delivered
Ref B demarche to Deputy Minister of Foreign Affairs Manuel
Trullols. Trullols replied that final decisions regarding
Dominican plans for recognition could not be made until
Morales had discussed the issue with President Fernandez,
which Morales plans to do upon his return to the country on
February 22.
