(SBU) Per Reftel, Ambassador Fannin delivered the demarche on the Iran Vote to Deputy Foreign Minister Jose Manuel Trullols on December 16. Trullols said that the Dominican Republic had already received a similar demarche from the Japanese Ambassador. In addition, the UK Ambassador, who was present with Ambassador Fannin, expressed his government's concurrence with the U.S. position. Trullols said he would carry these concerns to Foreign Minister Carlos Morales Troncoso, who is in Brazil. He told the Ambassador that prior to the Third Committee votes, the Dominican Republic had received conflicting diplomatic overtures from different countries regarding the Iran votes and decided to abstain from the votes to avoid taking sides in the matter. Note: Although he did not state how the GoDR would vote in the General Assembly plenary, Trullols' tone gave the impression that the GoDR would maintain the positions on the Iran, Burma and North Korea votes that it held in the Third Committee.
