1. (C) Charge d' Affaires, a.i. Bullen spoke with and
presented Ref A demarche to Deputy Minister of Foreign
Affairs Manuel Trullols on July 2. Trullols took the
Charge's comments on board, stated he will raise the issue
with FM Morales when he returns to the country, and remained
non-committal about recognizing Kosovo. In a response to the
Ambassador on February 25, the FM stated it would be
problematic for the Dominican Republic to act without Rio
Group Summit consensus (Ref B). The country hosted the
Summit in March but it is unclear whether the Rio Group
members broached the issue of Kosovo independence.
