(C) Ambassador June 19, in a conversation (ref B) with
Ambassador Juan Pablo Lira, the MFA's number three official,
had delivered substantially same points included in requested
demarche (ref A). Lira made clear then that the GOC would
make no decision on Kosovo recognition before the UNGA in
September. E/Pol Counselor nonetheless delivered ref A
points to the head of the MFA's Director for European Affairs
and received the same substantive response. Post will
continue to press this matter as opportunity arises.
