that in absence of an ESTH officer, Econ/Pol officer Robin
Dunnigan currently oversees the ESTH portfolio. Incoming
ESTH officer, Mary Brett Rogers-Spring arrives at post on
July 8 (reftel B). The ESTH position consists of fifty
percent ESTH issues and fifty percent energy and mining
