PANAMA 328 Classified By: Ambassador Charles L. Glazer, Reasons 1.4 (b) and (d) ¶1. (C) Ambassador raised reftel A points with Elmer Charlaix, President Saca's Private Secretary, on April 22. DCM followed up on April 30 with Charlaix who said that Saca has been very busy and that he had been unable to raise the issue with Saca. He added that he would consult with the Ministry of Foreign Affairs and would ask them to follow up with Post. ¶2. (C) Comment: The conversation with Charlaix echoes many of the conversations we have had with the MFA at several different levels. Despite repeated indications that Kosovo recognition was being discussed and that recognition would be forthcoming as part of a regional initiative, it appears unlikely to us that Kosovo recognition is coming any time soon.
