1. (C) Poloffs met with Ambassador Carlos Adrian Velasco
Novoa, MFA Multilateral Affairs Director, and Gustavo
Argueta, MFA Multilateral Affairs Officer, November 12.
Polcouns expressed thanks for Salvadoran opposition to
no-action motions. Velasco and Argueta said El Salvador has
formally decided to vote for the Canadian resolution on human
rights in Iran, and would oppose any no-action motion.
Polcouns urged El Salvador to additionally lobby for other
countries' support. They said they thought that Venezuela
was actively lobbying against the resolution and would ask
their Mission in New York to gauge the situation.
2. (C) Velasco also said El Salvador would likely oppose
no-action motions on the DPRK and Burma resolutions as well,
but had yet to make a formal decision.
3. (C) Polcouns thanked Velasco and Argueta for not voting on
the resolution condemning the U.S. embargo of Cuba. Velasco
noted that El Salvador opted to be absent from the voting.
