A. PROGRAM DESCRIPTION:

1. Summary: Post requests a speaker to teach a Trafficking in

Persons workshop. The main purpose of the program is to

develop a team of Trafficking in Persons Specialists that

will be able to conduct additional training sessions. The

program will benefit the National Civilian Police (PNC),the

Attorney General,s Office, the Office of Migration, the

Public Defender,s Office, the Salvadoran Institute for

Children and Adolescents (ISNA),the Women Institute

(ISDEMU),the Supreme Court of Justice, the Custom,s Office,

and non-governmental organizations (NGOs). End Summary.



B. TIME FRAME AND NUMBER OF PROGRAM DATES:

2. Post requests five program days from November 15th to

19th. Travel dates will be Friday, November 14th and

Thursday, November 20th.



C. BACKGROUND:

3. El Salvador is a source, transit, and destination country

for women and children trafficked for the purposes of

commercial sexual exploitation and forced labor. El Salvador

has signed the Protocol to Combat Trafficking in Persons,

which obliges a government to train officers on trafficking

issues. The Ministry of Foreign Affairs (MFA) has requested

that USG provide a speaker Trafficking in Persons. The MFA

program will include seven sessions, including human rights,

children,s rights, women,s issues, victims, rights, and

trafficking in persons. The requested speaker will teach the

session on trafficking in persons. This course will train a

team of specialists and help design a training module on

trafficking in persons that will benefit future specialists.



4. The requested speaker should address all elements and

issues related to trafficking in persons, including tools for

identifying trafficking victims, how to distinguish between

trafficking and alien smuggling, the role of organized crime

and transnational gangs, effective prevention strategies, and

issues particular to Central America. All topics should

incorporate human rights and gender mainstreaming.



5. MSP goal to be addressed is Law Enforcement and Judicial

Systems.



D. AUDIENCE:

6. The primary audience will be government officials and

NGOs.



E. PROPOSED TOPICS AND NATURE OF EVENTS:

7. As described in paragraph four. This will be a five-day

workshop for trainers who will replicate this program in the

future.



F. LANGUAGE REQUIREMENTS:

8. Fluency in Spanish is required.

10. Maria Jose Fletcher, supervising attorney at Florida

Immigrant Advocacy Center (FIAC)and the Director of LUCHA: A

Women,s legal project. Ms. Fletcher has a B.A. in Political

Science from the University of South Florida, Tampa, Florida

and a J.D. from Nova Southeastern University, Ft. Lauderdale,

Florida. She is actively involved in local, state and

national domestic violence and victim,s rights organizations.
