VILLALTA VIZCARRA TO OAS INTER-AMERICAN JURIDICAL COMMITTEE


1. (U) This is an action request. Please see paragraph 2.


2. (U) Post received a diplomatic note from the GOES dated
August 27 soliciting our support for the candidacy of jurist
Ana Elizabeth Villalta Vizcarra to the Inter-American
Juridical Committee of the OAS, whose election will take
place in June 2009. Post has provided a copy of the note to
WHA/CEN. Villalta is the legal advisor to both the Ministry
of Foreign Affairs and the Salvadoran Supreme Court. The
GOES offers an exchange of support for Mr. Bruce Presgrave,
who has been nominated by the U.S. for the Presidency of the
Pan-American Institute of Geography and History. Post
requests instructions for a response to the MFA once
Department has made a decision regarding the Salvadoran
proposal.


3. (U) Informal translation of the Salvadoran note follows:

...the Government of El Salvador has presented the candidacy
for reelection of jurist Ana Elizabeth Villalta Vizcarra to
the Inter-American Juridical Committee, whose election will
take place during the 39th Session of the General Assembly of
the Organization of American States (OAS),in June 2009, in
Honduras.

The candidacy of Ms. Villalta Vizcarra is due to the interest
of the Government of El Salvador to continue contributing to
the stimulation of progressive development and the code of
the International Law, as well as the study of the problems
and legal issues of the new inter-American agenda that this
advisory committee promotes. Along with this communication, a
copy of the Curriculum Vitae of Ms. Villalta is attached.

Regarding this, THE MINISTRY OF FOREIGN AFFAIRS OF THE
REPUBLIC OF EL SALVADOR is pleased to propose to the
Honorable Government of the United States of America an
exchange of support for the above mentioned candidacy and the
candidacy of Mr. Bruce Presgrave, who has been nominated for
the Presidency of the Pan-American Institute of Geography and
History, and whose election will take place by the end of the
year 2009.
