1. On October 7, we delivered reftel demarche to the MFA's
Antonio Alarcon, FonMin's Chief of Staff, and to Herbert
Espinoza, U.S./Americas Desk Officer. The MFA thanked us for
the information but provided no substantive response.
Alarcon promised to pass the information to FM Stagno right
away.
2. The GOCR has made no public statements regarding the USG
assistance offers, Cuba's rejection of those offers, nor the
overall disaster relief situation in Cuba following
Hurricanes Gustav and Ike.
