Pol/C delivered Ref B demarche to the Ministry of Foreign Affairs (MFA) on December 20, 2007. The MFA was to distribute the demarche to relevant government contacts on labor (and environmental) issues. In addition, Poloff sent the labor portion of Ref B to the Ministry of Labor on December 21, 2007. Post ESTH officer sent the environmental portion of Ref B to the Ministry of Environment and Energy on December 20, 2007. ¶2. In all cases, the GOCR officials received the news of the Bingaman Commitment programs with interest and appreciated USG assistance. BRENNAN
