1. (S) On April 1 we notified Carlos Cordero Madrigal,
Director of Disarmament and Terrorism Section of the MFA of
the USG decision to designate Al-Shabaab as a Foreign
Terrorist Organization (FTO) and as a Specially Designated
Global Terrorist. We provided Cordero with the identifiers
for Al-Shabaab and made him aware of the consequences of
these designations, per reftel.
2. (S) Cordero informed us that the GOCR condemns these
terrorist organizations, in accordance with the GOCR policy
on human rights.
