1. SUMMARY: (S/NF) On 12/12/08 the Sanaa EAC met to discuss
the Embassy's security posture in light of continued threat
reporting against embassies, hotels, and other Western
interests in Yemen. The EAC determined that the Sheraton
Hotel should be put off-limits for the time being and the
TDYers removed. END SUMMARY.
2. (S/NF) On 12/12/08 the Ambassador convened the EAC to
discuss continued threat information received by the Embassy.
EAC members in attendance were: AMB, RSO, POLM, OMC, FPD,
MO, MSG, POLE, LEGATT, and CONS.
3. (S/NF) GRPO reviewed the current threat information in
reftels.
4. (S/NF) The EAC decided that in light of the current and
continued threats the following actions should be taken:
- Remove TDY personnel from the Sheraton Hotel and house them
in Embassy owned or leased housing.
- RSO will issue a security notice to all Embassy personnel
informing them that the Sheraton is now off-limits.
- Review TDY list and determine which TDYers are
mission-critical. All others will depart Post.
- Issue a Warden Message informing the community that the
Embassy is placing Western hotels off-limits to its staff and
official visitors.
5. (S/NF) The EAC discussed upcoming VIP visitors to Post.
The EAC agreed that General Cleveland's visit should continue
as he will be on the ground for only a few hours, and only at
the Embassy. The EAC recommended that Senator Feingold's
visit should be postponed for the foreseeable future.
5. (SBU) The EAC will continue to monitor all available
intelligence and security sources for additional information
concerning threats to the Embassy, American and Western
communities in Yemen.
