(C) The Ambassador raised the issue of limiting high-level
engagement with Syria until Syria proves it deserves it in a
meeting with FM Frattini July 21. POLOFF raised reftel
points urging realism in dealing with the SARG with MFA
Deputy Near East Office Director Daniele Bosio July 23.
Bosio said he appreciated the points, would share with them
the FM's office, and noted that Italy, France, Spain, and
Germany had sent a joint letter signed by the four FMs to
their Syrian counterpart July 22. Bosio said the letter
called on Syria to demonstrate its professed goodwill by
following through with concrete actions such as establishing
a diplomatic presence in Beirut.
