(C) On July 17 POLOFF and Scicouns delivered reftel points
encouraging Italy to support Kazakhstan to compete for the
open IAEA Board of Governors seat for which Syria is the only
candidate, to MFA Nonproliferation Office Director Emanuele
Farruggia and MFA Disarmament and Nonproliferation Agreement
Implementation Office Director Vittorio Rocco. Both said
they would take our points into consideration and get back to
us with their formal response. Neither had been aware that
Syria was a candidate. Farruggia said he agreed personally
with our concern about Syria's candidacy given the ongoing
IAEA investigations and noted that Kazakhstan would not only
be a face-saving choice but is also a relevant country given
its partnership with Russia in the Angarsk International
uranium Enrichment Center.
