ASSISTANCE
REF: STATE 68527
Classified By: A/Pol M/C Gabriel Escobar, for reasons 1.4 (b) and (d).
(C) Poloff delivered reftel points to MFA Southeast Asia
Office Director Alberto Vecchi July 3. Vecchi responded July
10, and said Italy agreed entirely with the substance of our
demarche. He agreed that progress had come about because the
international community had been united in pressing for
access, transparency and accountability of assistance, and
said we should remain focused on those goals. Vecchi said
Italy was also concerned that humanitarian assistance does
not reinforce or perpetuate human rights abuses and economic
mismanagement.
