SUBJECT: ITALY: RESPONSE TO CHAPTER VII UNSCR ON ZIMBABWE
REF: STATE 69693
Classified By: A/DepPolCouns Gabriel Escobar, for reasons 1.4 (b) and (
d).
(C) Poloff shared reftel points with Acting MFA UN Office
Director Leonardo Bencini June 30 and urged Italy to support
a strong UN Security Council Resolution on Zimbabwe. Bencini
said Italy favors a strong UNSC position on Zimbabwe, and
referred us to FM Frattini's recent statements on Zimbabwe
while in Kyoto June 27 for a meeting of G8 foreign ministers.
Frattini condemned electoral violence, declared Mugabe's
reelection illegitimate, said Italy supported UNSC action,
and stated that Italy would be ready to withdraw its
Ambassador from Harare should the EU decide to do so jointly.
Bencini said Italy was still formulating its official
response to the U.S. draft UNSCR. He expressed some
reservations about the feasibility of passing the text
through the Council, and inquired about our lobbying efforts
with Beijing and Moscow. Bencini said he would let us know
as soon as internal deliberations on the draft text were
concluded.
