1. (C) Poloff delivered reftel demarche to Italian MFA Director for Arms Control and Nonproliferation Emanuele Farruggia on April 4. Farruggia had seen the Russian draft language for the technical rollover and was satisfied with it, but said he would take the U.S. position in favor of a strengthened five-year mandate renewal on board. Farruggia subsequently contacted Poloff to advise that the MFA had instructed the Italian Mission to the UN to support the P-3 language in favor of a strengthened five-year mandate. He agreed that the five-year extension would better allow the Committee carry out long-term plans for outreach to member states seeking to comply with the resolution and provide technical assistance to states designing domestic counterproliferation controls.
