1. (SBU) POLOFF delivered reftel demarche to Italian MFA
Counternarcotics Officer Enrico Valvo on February 28. He
thanked the USG for the information on the U.S. SBIRT and
Cannabis resolutions and said he would pass the information
to the interagency counternarcotics working group in the
Italian government that is currently drafting the Italian
contribution to the CND meeting. He said that Italy agrees
on the importance of appropriate medical screening and
intervention and shared U.S. concerns over Cannabis use but
could not comment on the Italian position until the
interagency group had reviewed the material. He commented
that Italian technical experts had contributed actively to
the draft EU resolution on Cocaine Flows through West Africa
to Europe. On the issue of the 10-year review of UNGASS (UN
General Assembly Special Session on Drugs),Valvo stressed
that the current Italian government sees some of the
questions in the review as politically charged, but that this
might change with the new government (General Elections are
scheduled for April 13-14 in Italy). For instance, he noted,
the current government will likely place emphasis at Vienna
on the importance of harm reduction as an identifier of
necessary progress in the review process.
