1. (C) Poloff delivered reftel points to MFA UN Deputy Office
Director Leonardo Bencini February 19 and requested ITALIAN
support for a UNSCR condemning the Democratic Forces for the
Liberation of Rwanda (FDLR). Bencini responded to our
demarche February 28, and said Italy agreed that we must add
more pressure to groups such as the FDLR to compel them to
join the cease-fire and disarmament plan reached recently at
Goma. Bencini said that Italy supported a new resolution in
principle and had no objections to the proposed UNSCR
elements transmitted reftel.
