1. (SBU) On 3 November 2008, SCICouns delivered reftel points,
regarding Brazilian and South Korean proposals to host a Sustainable
Development Summit in 2012 to celebrate the 20th anniversary of the
1992 "Rio Earth Summit," to Italian Foreign Ministry Environment,
Energy and Sustainable Development Director Giovanna Piccarreta.
According to Piccarreta, the European Union (EU) has decided to
demarche the Brazilian Government, requesting that it postpone its
request for United Nations (UN) General Assembly discussion of such
a conference.
2. (SBU) According to Piccarreta, the EU views the Brazilian
proposal as premature at this time. In particular, she said, the EU
would like more clarity on the goal of such a conference and its
relationship with the UN Commission on Sustainable Development. She
also said that reftel U.S. questions about the level of attendance
and the financial commitments needed for such a conference are
something that governments will need to carefully consider before
making a decision on the proposal.
