1. (S/NF) ConGen Dhahran convened a core Emergency Action
Committee (EAC) meeting on June 8, 2008 to discuss REFTEL and
plans for a 4th of July-related social event to be held on
July 3, 2008. In attendance were the CG, RSO, and a
representative from RAO.
2. (S/NF) The EAC reviewed recent threat information, the
current security posture of the Consulate (currently Threat
Condition Charlie),the venue for the July 3 event, and the
capabilities of Saudi security services in the Eastern
Province (EP). The EAC noted that there was no specific
threat information related to events on or around July 4,
that the proposed event would be held within the secure
ConGen Dhahran Compound, and that Saudi security services
were proactively working with American counterparts in the
EP.
3. (S/NF) The EAC determined that the current security
measures were appropriate for such an event and that it would
be unnecessary at this time to send out a consular warden
message. RSO and RAO will continue to evaluate the threat
environment and local security situation and a follow-on EAC
meeting will be held if new information develops or the
security situation changes.
