1. (C) Ambassador Fraker delivered reftel demarche to
Ambassador Dr. Khalid Jindan, Deputy Assistant Secretary for
Political Affairs at the Ministry of Foreign Affairs at a
March 16 dinner at the Ambassador's residence. Dr. Jindan
commented that the assistance should be for all Palestinians,
not only those residing in the West Bank.
2. (C) POLOFF also delivered reftel demarche on March 18 to
Dr. Jindan at his office in the MFA. During that meeting,
PolOff reconfirmed that the USG is requesting that
already-committed funds are earmarked for this mortgage
facility project, and that the USG is not requesting
additional funding. Dr. Jindan said that earmarking
already-committed funding is relatively easy, and he
expressed relief that the USG was not seeking additional
funding. He stated that he would bring this to the attention
of the foreign minister on March 19. Finally, he reiterated
his comment that assistance should be provided to all
Palestinians in both the West Bank and Gaza, but ceded that
any assistance is positive for the Palestinian people.
