1. Reftel requested that Post conduct post-shipment verifications
relating to the shipment of 8 Waters Breeze High Performance Liquid
Chromatography (HPLC) Systems exported as No License Required by
Waters Corporation, Milford, MA. This order was placed through
Waters Europe and Gulf Scientific Corporation (GSC),Dubai, UAE. The
ultimate end-user is listed as the King Saud University (KSU) Girls
Pharmacy School. (Note: King Saud University is a Saudi government
facility.)
2. On 27 Oct 2008, prior to meeting with the ultimate end user,
Regional Export Control Officer (ECO) Nasir Khan and U.S. Embassy
Riyadh Commercial Specialist Ahmed Al-Khayyat met Mr. Abdullah
Medani, Gulf Scientific Corporation (Saudi Arabia),Mr. Wahib S.
Afyouni, Managing Director of Gulf Scientific (UAE),and a Mr.
Michael Schmidl, the Austria based Sales Manager of Waters Europe
all of whom just happened to be attending a symposium at the King
Faisal Specialist Hospital and Research Center. ECO explained he
appreciated the assistance from GSC but the check was oriented to
determine the end user/end use of these items.
After realizing that ECO was going to contact the end-user
regardless, Afyouni notified ECO that the Waters Breeze Systems
relating to this PSV are not located at the King Saud University,
Girls College of Pharmacy. He said that there are some units at the
Boys College but they also may be at the GSC warehouse in Jebel Ali,
UAE.
3. After facilitation by Afyouni, ECO met with Dr. Mahasen A.
Radwan, Professor, Department of Clinical Pharmacy, Girls College of
Pharmacy, King Saud University. Radwan explained that the Girls
Pharmacy School does not have any Waters Breeze HPLC systems in its
possession and never ordered or received this shipment. She
explained that she does have other Waters products in her inventory
but not these items.
