confirmed to Emboff the details regarding a Saudi-led Afghan
mediation effort as reported in ref B. Emboff reiterated USG
redlines as outlined in ref A. Muqrin indicated that Saudi
efforts were consistent with USG policy and would not proceed
until the Saudis received the commitment from Mullah Omar
described in ref B. Muqrin emphasized that he preferred that
discussions about the matter remain in intelligence channels.
